End-to-end encrypted direct and small-group messaging for sensitive coordination – distinct from Slack-like team chat (see ) and video calls.

Order of preference (same logic as the rest of the wiki):

1. Self-hostable and federated (Element / Matrix), where you can run a server.
2. Centralized but from a privacy nonprofit (Signal) – best usability, minimal metadata, but no self-host fallback.
3. Mainstream platforms only as a last resort.

For high-risk or censored environments, two specialized tools beat both: SimpleX Chat (no user identifier at all) and Briar (works offline over Bluetooth/Wi-Fi/Tor – used in the 2019 Hong Kong and 2022 Iran protests when servers were blocked). Both trade features for that resilience.

Rejected for this domain: WhatsApp (Meta-owned, metadata harvesting) and Telegram (no default end-to-end encryption) – encryption or ownership disqualifies them for sensitive work.
